WhatsApp Business API uses a per-message pricing model. You are charged for each message that is successfully delivered to users (not just sent). The cost depends on:

  1. Message category - The type of message you're sending
  2. Destination country - Where the recipient is located
  3. Volume tiers - Discounts based on message volume (for utility and authentication)

Message Categories

WhatsApp classifies all messages into four categories. Understanding these categories is essential for managing your messaging costs effectively.

1. Marketing Messages

Purpose: Promotional content to drive awareness, sales, and engagement.

Free Messaging Opportunities

WhatsApp provides several ways to send messages without charges:

1. Service Messages (Free Until October 1, 2026)

Responses to customer-initiated messages within the 24-hour service window are free until September 30, 2026.

How it works:

  1. Customer sends you a message
  2. A 24-hour service window opens
  3. Your responses within this window are free until September 30, 2026
  4. From October 1, 2026 they are charged per message, after the first 1,000 delivered each month on that phone number
  5. After 24 hours, you must use template messages (with applicable charges)

2. Free Entry Points

When customers contact you through specific Meta advertising channels, you get an extended free messaging period:

Qualifying entry points:

  • Ads that Click to WhatsApp - Facebook/Instagram ads that open WhatsApp
  • Facebook Page CTA buttons - "Send Message" buttons on your Facebook Page

Free period: 72 hours (3 days) of free messaging after the customer's first message

  • All message categories are free during this period
  • Marketing, utility, authentication, and service messages
  • No limits on number of messages

3. Utility Messages in Response (Free Until October 1, 2026)

When a customer initiates a conversation and you respond with a utility template within the service window, that utility message is free until September 30, 2026. From October 1, 2026 it is charged at the standard utility rate for the recipient's country, whether or not the service window is open.

Meta charges per message delivered, based on the message category. What Are Templates?

Templates are message formats that must be:

  1. Created in your WhatsApp Business Account
  2. Submitted for review by Meta
  3. Approved before use (typically 24-48 hours)

What Changes on October 1, 2026

Meta is ending free service messaging on the WhatsApp Business Platform. Two changes take effect on October 1, 2026:

  1. Service messages become chargeable. Free-form replies you send inside the 24-hour customer service window are charged per message, whether they are written by a human agent or by an AI assistant. These have not been charged since November 1, 2024.
  2. Utility templates sent inside the service window become chargeable. These have not been charged since July 1, 2025.

What it costs

  • Rate: the same as the utility and authentication rate for the recipient's country. Meta published the new rate cards on September 1, 2026.
  • Free allowance: every business phone number gets 1,000 free service messages per month. Charging starts from the 1,001st service message delivered. The allowance resets each month and unused messages do not roll over.
  • Volume discounts: none for service messages. Utility and authentication messages keep their volume tiers.

What does not change

  • Incoming messages from customers are still free. Meta only charges for messages your business delivers.
  • The 72-hour free entry point window is unchanged. Conversations that start from an ad that clicks to WhatsApp, or from a Facebook Page call-to-action button, stay free for 72 hours across every message category.
  • One message, one charge. Each message has a single category and is charged once.
  • When you can send. A service message still requires an open 24-hour customer service window, which opens and resets with each customer message.

Action required before September 30, 2026

Your WhatsApp Business Account must have a valid payment method on file with Meta by September 30, 2026. Accounts without one will stop having their service messages delivered when charging begins on October 1, 2026.

  • Confirm a payment method is attached to your WhatsApp Business Account in Meta's Billing Hub
  • Review how many replies a typical support conversation takes, and merge multi-part answers into a single message
  • Use WhatsApp Flows to collect several answers in one interaction instead of a long back-and-forth
  • Use ads that click to WhatsApp where they fit your acquisition plan, so conversations land inside the free 72-hour window

No. All message types within a category have the same rate, whether text-only or including media.

How often do rates change?

Meta typically announces rate changes with advance notice. Check the official Meta documentation for the latest rates.

Is there a minimum spend?

No minimum spend is required. You pay only for the messages you send.
